Minutes of the Last Ordinary General Meeting on July 11, 2003
An Ordinary General Meeting of Convocation was held on July 11, 2003 at 6:30 pm in the Convocation Room of the University of Hong Kong. 56 members of Convocation were present at the meeting.
1. The Meeting CONFIRMED the Minutes of the last Ordinary General Meeting held on June 17, 2002.
2. The Meeting RECEIVED a report from the Chairman on Convocation issues and activities in the year 2002-2003.
3. The Meeting ELECTED Mr CHOI Sau-Yuk as the Clerk of Convocation to serve until the Ordinary General Meeting in 2006.
4. The Meeting ELECTED the following members to the Standing Committee to serve until August 31, 2006:

Election of Chairman of Convocation
In accordance with the Constitution and Rules of Convocation, nominations were invited in the last issue of the Convocation Newsletter for the election of the Chairman of Convocation.
By the published closing date of April 8, 2004, the following nominations have been received:

As the number of nomination exceeds the number of vacancy, voting is to be held at the coming Ordinary General Meeting on May 10, 2004 to elect the Chairman of Convocation among the two above-mentioned candidates according to Convocation Rules 44-48. The Chairman of Convocation so elected shall hold office with immediate effect thereon until the Ordinary General Meeting to be held in 2007.

Notes on Election Process & Formalities
Term of Office
The term of office of the Chairman of Convocation shall be three years with immediate effect thereon until the Ordinary General Meeting (OGM) to be held in 2007.
The term of office of the Convocation Standing Committee members shall be three years commencing on September 1, 2004 until August 31, 2007.
Eligibility for Voting
All candidates, voters and proxies must be members of Convocation. Members are requested to present their Hong Kong Identity Card for verification.
Convocation Membership (According to Clause 4 of the Convocation Constitution)
Convocation shall consist of the following members:
¬ The Chancellor, the Vice-Chancellor, the Deputy Vice-Chancellor, the Pro-Vice-Chancellors, the Treasurer, the Deans of the Faculties, the Dean of Student Affairs, and the Registrar;
¬ the professors, readers, lecturers, tutors, and demonstrators of the University;
¬ graduates of the University registered in accordance with the regulations made by the Council;
¬ holders of any certificate or diploma as listed in University Statue III2(a) and (b) of the statutes of which the admission requirement should be a first degree.
Votes (According to Clauses 23 - 24 of the "Rules of Convocation ")
Votes may be given either personally or by proxy.

| 1. | Each Convocation member is entitled to vote at the OGM personally or by proxy. |
| 2. | Each Convocation member is entitled to appoint one proxy to vote on his/her behalf at the Ordinary General Meeting. A proxy must be a member of Convocation. |

Close of Ballot (According to Clause 44 of the "Rules of Convocation")
The Chairman shall fix the time for the close of ballot at the OGM.
Declaration of Election Result (According to Clauses 45 - 48 of the "Rules of Convocation")
The Returning
Officers shall determine the result of the election and the Chairman shall
declare such result to the meeting. Those candidates who receive the
greater number of votes shall be the elected candidates. If two or more
candidates each receive the same number of votes and only one of them can
be elected, the Chairman shall have a casting vote.

Brief Biography:
After graduating from the University of Hong Kong in 1976, Teresa obtained her second degree and qualified as a Chartered Accountant in Australia. She returned to Hong Kong in 1981. Teresa specializes in the area of international tax and trust practice and served as a partner of Ernst & Young from 1988 until her retirement in 2001.

Election Platform:
Teresa has served on the Convocation Standing Committee for nearly four years, and is convinced that we could do a lot more for the alumni, the University and the community if we are better organised.
When elected, Teresa intends to focus her efforts in three priority areas, namely, strengthening Convocation through implementation of much needed constitutional and structural changes; better networking with the wider Convocation membership and alumni bodies; and more proactive Convocation involvement in university and community affairs.
Building on the good work Convocation has started in the past year, Teresa advocates a federal type arrangement for the Convocation Standing Committee to foster closer relationship and encourage more collaboration with the key alumni bodies; a new election and appointment system that ensures a stronger and stable leadership for the management of Convocation affairs, and an expanded sub-committee system to involve more active participation from the wider Convocation membership, from where future generations of Convocation leadership will emerge.
Teresa supports a more proactive Convocation involvement in fund raising for the University, and the development of a Convocation Centre in the longer term to provide a focal point for alumni activities and networking.

Brief Biography:
Frederick Wai graduated in 1972 and continued his studies in Canada. A qualified engineer and quantity surveyor, Frederick worked on major projects in Canada including Oakville Theatre, Sir Sanford Fleming College and Newfoundland Hospital before returning to Hong Kong in 1978. At Swire and later Wharf Properties, Frederick oversaw the conceptual designs and construction of projects including Times Square, Harbour City, Taikoo Shing and Cityplaza. In 1993 he established his own business with diversified interests in property, trading and finance.
Frederick has been active in university affairs. He was elected to Convocation in 1990, to Court in 1996, and to Council in 2002. His activities include the Graduates’ Networking Committee, Young Leaders of Tomorrow Scholarship Programme, Mentorship Programme and HKU Foundation.
Frederick has focused his efforts in networking and fund-raising. His various initiatives - including the Preferential Home Mortgage Scheme, HKU Credit Card, Reunion at the Races and Film Gala - have strengthened graduates’ connection with HKU and raised over HK$50M.
Frederick has been keen to serve and promote Hong Kong. A Council member of the Hong Kong Racehorse Owners’ Association for 9 years, he became its President in 2002. A long-standing member of the Hong Kong Jockey Club, Frederick sits on the Shatin Clubhouse Standing Committee.
Election Platform:
His 13 years association with Convocation has only heightened Frederick’s enthusiasm to serve, particularly in these challenging times when HKU is facing budget cuts and reduced grants. To lessen the adverse effects, Frederick will be pro-active in using his professional and personal connections to solicit both alumni and external support.
Frederick believes alumni are HKU’s most valuable asset and resource. Tremendous synergy can be achieved when graduates, who are contributing to all facets of Hong Kong’s economic, social and political life, are rallied to act for the benefit of HKU. His approach to achieving this synergy will be to:
- act as communication link between alumni and University;
- identify the needs and concerns of alumni through constant dialog to better serve them;
- promote awareness of our goals and services by expanding representation of alumni bodies in Convocation;
- enhance alumni’s sense of pride, belonging and unity, thereby attracting higher participation and sponsorship in our activities.
Frederick’s record of fund raising and networking confirm he has the experience, creativity, ability and contacts to lead Convocation to greater success in its efforts for alumni and the University.

Brief Biography:
Chan Ka-Chin graduated from the University of Hong Kong with a degree of Bachelor of Engineering (Mechanical) in year 1992. He went on to pursue a career in the sales and marketing field. He is now holding a management position in a Hong Kong company.
He participates actively in HKU and alumni affairs. He was on the committee to start the HKU/IBM Notebook Computer Programme in 1998, the first notebook computer programme for undergraduate students among the universities in Hong Kong. He is a committee member of University-Industry Collaboration Resource Network (UNICORN) since 1999. It was established with the aim to enhance interest and promote opportunities for collaboration between the University and Industry on innovation and technology. He is also a committee member of Hong Kong University Graduates Association since 1997.
Election Platform:
Align with one of HKU Strategic Development 2003 – 2008 to build a family of students, staff, parents, alumni, members of the Court, Council and HKU Foundation, benefactors and friends of the University, I would like to contribute more effort and idea to help strengthening the alumni network, from both an alumni’s and alumni body’s perspective.
In addition, I
would continue to facilitate collaboration between the University and industry.
By participating in the coming election of Standing Committee Member of Convocation,
I wish to have a chance to contribute more to our alma mater.
Mr CHONG Hok-Ching, Joseph 莊學正 (BSc [Surv] 2001)

Brief Biography:
Joseph Hok-Ching CHONG initially studied in the Department of Architecture, the University of Hong Kong from 1995-1997. Later he transferred to the Department of Real Estate and Construction and graduated in 2001 with a Bachelor of Science in Surveying (First Class Honours) Degree. He was the recipient of the Gammon Construction (now called Gammon Skanska) Prize in Building Technology and the Hong Kong Institute of Real Estate Administration Prize.
As a student Joseph served in different student bodies. He was the General Secretary of Architectural Students’ Association, HKUSU (ASA)(1996-1997), an organizer of Orientations for ASA and Surveying Society for several years and the Chairman of the Publication Board of Surveying Study Tour 2000.
Joseph is now a Quantity Surveyor with Gammon Skanska Limited, a leading international construction company. As a member of the community he is also active in the alumni affairs and other community services. He is currently the Director of Environmental and Health Group of the Hong Kong University Graduates Association (HKUGA), one of the large alumni bodies of the University. Besides, he is the Chairman of the Young Engineers Group of Gammon Skanska Ltd; a committee member of the Junior Organization and a co-opted member of QS Division CPD Sub-committee, Hong Kong Institute of Surveyors and a member of the Lighthouse Club, a construction industry charity body.

Brief Biography:
Wilton has been actively participated in many alumni bodies including the HKUGA, HKU Old Halls Association, Campus TV Alumni Association and the HKU Convocation…etc. Currently, Wilton is the Vice-President of Internal Affairs of HKUGA and he was also appointed as a co-op member of the HKU Convocation Standing Committee in 2003. In this February, Wilton helped Convocation to organised a seminar titled “An Evening with Jack So” for the young graduates and current students. This event created an opportunity for the committee members of Convocation, HKUAA and HKUGA to co-operate together for a joint alumni activity.
Wilton is the e-Business Development Manager of the e-Business Technology Institute of the University of Hong Kong and is responsible for developing new businesses for the University and commercializing the University’s technologies to the industry.

Brief Biography:
Graduated in 1969 with a BSc degree in Civil Engineering. Did not work as an Engineer but joined a Shipowning Company and pursued Commercial Shipping instead. Emigrated and worked in Canada 1979-1981 and completed a Program for Management Development at Harvard Business School in USA in 1980. Returned to Hong Kong and served as Executive Director of IMC Group 1981-2003. Key positions held:
- Executive Director of IMC Holdings Ltd. (a Hong Kong & Singapore publicly listed Company privatized in 2002).
- Director & Chairman of Executive Committee of Far East Cement Co. Ltd., Hong Kong.

Election Platform:
In addition to contributing to HKU’s well-being and excellence and other Missions of Convocation, I see the need and now the right time to work on SYNERGY among Alumni Bodies and SENSE OF BELONGINGS among HKU graduates. To date, HKU has 49 local and 13 overseas Alumni Bodies, each operating independently. Whilst each Alumni Bodies can remain autonomous, we need a mechanism to plan and organize better utilization of resources such as sharing of database and information, coordinating events, sharing of facilities, and capitalizing on critical mass opportunities. The aim is to facilitate each Alumni Bodies including new ones to grow faster individually and stronger collectively to be in a position to cater for the widely varied needs, interests, aspirations and ideals of our graduates. We now have about 100,000 graduates with an addition of 4,000 plus each year. However, their participation rates in Alumni affairs are low, leading to the notion of lack of sense of belongings. To improve, we need to organize Mega Events such as 95th and the magic 100th Anniversaries and muster over 15,000 and 50,000 alums respectively attending to stimulate change and to re-build pride and the feeling of attachment.

Brief Biography:
Lim Ping, Amanda graduated from the University of Hong Kong in 1993 with a Bachelor of Social Sciences Degree, major in Economics. She went on to pursue a career in sales and marketing in IT Industry including Xerox (HK) Ltd., PCCW and Sun Microsystems. She is now the General Manager of Winet Ltd. Amanda has been active in organizing technology related alumni activities of the University (e.g. e-Banking talk, e-Government talk, e-China Forum, e-SCM Visit, Science Park Visit, Cyberport Visit, Web Services Forum, Draft Digital 21 2004 Forum, SZ technology firms Visit with SZ Municipal Government Bureau of Science and Technology Representative.) She is the Director of Hong Kong University Graduates Association eStrategy Group in 2000-2003, Director of Hong Kong University Graduates Association Technology Group in 2003-2004 and committee member of University-Industry Collaboration Resource Network in 1999-2001.
Election Platform:
If I am elected as a Standing Committee Member of the Convocation, I will drive the networking among HKU graduates for offering help, ideas and innovations to HKU. Considering my background and past successful alumni activities' experience, I can contribute extra effort in aligning the alumni technology leaders and bodies' collaboration with HKU. I hope to contribute to the continued excellence and success of HKU through better and more communication and collaboration among HKU graduates and HKU.

Dr MAN Yee-Fun, Evelyn 文綺芬 (BA 1971)

Brief Biography:
Evelyn Man Yee-fun graduated with a B.A. in English and Comparative Literature in 1971. She is now Assistant Professor in the Faculty of Education, The Chinese University of Hong Kong. Her academic qualifications include a PhD from the University of Toronto, M.A., PCEd and Adv. DipEd from the University of London. She has previously worked for the Hong Kong Polytechnic University, the Education Department and the Education Office, ICAC.
She has long been an active supporter of HKU. During her years in Toronto, she held office in HKUAA Ontario from 1990-98, serving first as Secretary, then Vice-President and later President. Under her leadership, the Association grew to become the largest and one of the most active overseas HKUAA chapters, playing a major role in establishing close relationship with the Ontario government to promote the interests of the Chinese community in Canada. She now serves as an Overseas Director of HKUAA Ontario.
Evelyn was one of the first female residents when Old Halls first became co-educational, and has been President of Old Halls Alumni Association since 2000. She has also been a HKU mentor for a few years and is a life member of HKUGA. She comes from a strong family of HKU supporters - both her father Dexter Man and sister Irene Man have been ex-presidents of HKUAA. In line with family tradition, she hopes to serve Convocation and the University as best she can, and aims

- to develop a mission and vision for alumni to cultivate an ethos of service and contribution to the University and to the broader community of Hong Kong
- to mobilise more alumni to serve the University in different ways, e.g. contribute their skills and talents, review and improve existing policies and practices, find job placements for undergraduates and recent graduates, assist in financial endeavours etc.
- to streamline the operation of the many alumni bodies under HKU to avoid duplication of effort and improve the efficiency of individual bodies to work better for the good of the University
- to facilitate broader representation of alumni and involve more members not previously well-associated with Convocation
- to engage students and graduates in meaningful activities or projects that would develop the University’s role locally and internationally
- to assist Convocation in compiling and updating graduates’ databases
- to strengthen ties with overseas chapters to help members who have to study or work abroad.

As a student striving for entrance into HKU in the sixties, a Science undergraduate in the seventies, an Education postgraduate in the eighties and an education administrator preparing young people into universities in the nineties up to present, I have witnessed tremendous growth and development of our alma mater. Our Convocation has a three-fold Mission of promoting excellence in HKU, networking of graduates and bridging the gap between gown and town. Mr WON Kwai-Hong, Frank 尹桂康 (BSc Eng 1970)

Brief Biography:
Frank Won graduated in 1970 with a Bachelor's Degree in Electrical Engineering.
Having worked in Australia and also locally, he specializes in information
technology and management. He has helped to establish the Cyberport Institute
of HKU and is currently managing a substantial Government IT project in Hong
Kong.
He has been a member of the Standing Committee since 2001 and was the convenor
of a working committee for the review of the structure of Convocation. The
review examined the role of Convocation under the current challenges to the
Alma Mater and in the tertiary education scene in Hong Kong. He is also the
vice president of the HKUGA, one of the major alumni bodies.
Frank believes in the advancement of HKU by promoting participation, friendship
and communication among graduates. Toward this end, Frank has been actively
involved in organizing social functions, including the HKUGA Golf Day in February
2004 which was well-supported by Convocation members and teaching staff.
Election Platform:
Working in the
Standing Committee to help the Alma Mater to attain her mission is a satisfying
experience for me.
In particular,
it is my wish to see a strengthening of our graduates in this increasingly
competitive world. This rapidly changing world requires our graduates to be
visionary, committed, and communicative. The Convocation should be able to
play an important role in this quest.
In the coming election, I would like to request support
for me from members of Convocation so that I can stay in the Standing Committee
for another term in order to help pursue the quest.

Brief Biography:
I was elected to the standing committee of Convocation three years ago and subsequently to the Court of HKU. In the past three years I have participated in the activities of Convocation as much as I could. In particular, I have been involved in the review of Convocation’s own role, structure and operations. Recently, a number of HKU alumni in the accountancy profession (myself included) met with the HKU chair of accounting, suggesting improvements to the accountancy curriculum. I would like to offer myself for re-election so that I can continue to contribute to our alma mater and the HKU family.
Since graduation, I have been working for PricewaterhouseCoopers for 31 years, and my specialty is fundraising and other capital market transactions in Hong Kong, Singapore and US. I was a mentor in the HKU mentorship programme for three years and have given career talks to HKU undergraduates. I am an ordinary founding member of the HKU Foundation for Educational Development and Research, a member of the Council of Lingnan University since 1999, a member of the school management committee of HKUGA Primary School and am also involved in the setting up of the HKUGA Secondary School.

Brief Biography:
Dr Albert T Yeung is an Associate Professor in the Department of Civil Engineering. He received his BSc(Eng) in civil engineering with first class honours from HKU, his MS on a Rotary Foundation International Scholarship and his PhD on an Earth Technology Fellowship, both from the University of California, Berkeley. Before joining HKU, he served as Assistant Professor of Civil Engineering of two U.S. Universities, Chief Engineer of Binnie Black & Veatch Hong Kong Limited, and Assistant Secretary for the Financial Services and the Treasury of HKSAR Government. He has been serving the Hong Kong Institution of Engineers (HKIE), the American Society of Civil Engineers (ASCE), the American Society for Engineering Education (ASEE), and other institutions of higher education in various capacities. His contributions in engineering research, education and service have earned him the Casagrande Professional Development Award and Samuel Arnold Greeley Award of ASCE, Dow Outstanding New Faculty Award of ASEE, Peter H. K. Chan of Award and Kumagai Prize of HKIE, Texas Engineering Experiment Station Select Young Faculty Award 1993, etc. He is a qualified professional engineer in Hong Kong, the U.K, and the U.S. His local and overseas experience in engineering and financial services will be an important asset to Convocation.
Election Platform:
Higher education in Hong Kong and HKU are at their turbulent times again. The Government is cutting our budget, the public is raising their expectations, university is no long an ivory tower, the number of regional competent competitors is increasing, impacts of new development of the Mainland are being unveiled, new curricula and academic programmes are being developed, the hybrid academic system of HKU is being changed again, the University is launching her human resources reform, … Many of these difficult issues have to be resolved before we can formulate a long-term strategy to sustain our long-term development in a bright direction. What should HKU alumni contribute to the well-being of the University and what is the role of Convocation?
Alumni should contribute their expertise of different fields to support the University in various aspects. Convocation should serve as the focal point to identify and coordinate alumni support. As a rare hybrid of an local and overseas researcher, educator and practitioner in engineering, and an public administrator in financial services, I would serve as a bridge among alumni, students, parents, members of teaching staff, and professional organizations during these turbulent times of higher education.
