Mr Tsang
Hong Kong had its Legislative Council established in 1843. In the past 170 years, the law-making body has undergone tremendous change, in its size, composition and functions, as well as in its relationship with the executive authorities, and in the way its members try to meet public demands and expectations. As Hong Kong takes the final steps of constitutional development and moves towards universal suffrage, what further changes will the legislature go through, and how will those changes affect its role in the governance of Hong Kong?

Mr Tsang Yok Sing Jasper (BA 1968, MEd 1983), alumnus of HKU, has been President of the Legislative Council since 2008. He is currently supervisor of Pui Kiu College and Pui Kiu Middle School, and manager of Pui Kiu Primary School.

After Mr Tsang obtained a Bachelor of Arts degree from the University of Hong Kong, he taught in Pui Kiu Middle School and became Principal of the school. He was founding chairman of the political party Democratic Alliance for the Betterment of Hong Kong, formed in 1992. He stepped down as chairman in 2003 and became a party affairs advisor. Before Hong Kong's return to China, Mr Tsang actively participated in work to ensure a smooth transition. He was a member of the Preparatory Committee for the Hong Kong Special Administrative Region, and also a member of the National Committee of the Chinese People's Political Consultative Conference. Mr Tsang was awarded the GBS in 2002 for his dedicated and distinguished public and community service.
